A UN report has accused India of violating international law. The report states that India has a legal and moral responsibility for its relationship with Israel and its support for the war. This report named ‘Torture and Genocide’ was presented by UN Special Envoy Francesca Albanese in the UN Human Rights Council on 23 March. Speaking to The Hindu, he accused India of violating its obligations under international law due to its close ties with Israel and it may have to bear responsibility for it. He also said that the International Court of Justice has declared Israel’s occupation wrong and has asked countries to stop arms trade. Despite this, sending weapons to India may be against the rules. He said that along with the law, India also has a moral responsibility. He believes that India’s history and idea of justice stands against such decisions, but right now the government’s stance seems different from it. Torture camp-like conditions in Gaza The Torture and Genocide report claims that Israel used systematic torture against Palestinians in Gaza and detention centers from October 2023. The report has described Gaza as a huge torture camp. Commenting on India’s role on the basis of this report, Albanese said that due to close relations with Israel, India is violating its obligations under international law and it may have to bear responsibility for it. In this context, he mentioned Prime Minister Narendra Modi’s visit to Israel in February and ‘Special Strategic Partnership’. According to him, this relationship goes towards weakening the international order. Torture system outside prisons The report also said that torture is not limited to prisons only. Palestinians’ lives are under constant control through surveillance, face recognition, drones and checkpoints. Due to this, their everyday life also remains under a kind of mental and social pressure. Albanese said that the situation in Gaza is very bad. About 1,90,000 people are living in an area of less than 50 square km. There is a huge shortage of medicines, cleanliness and security. He said that this situation has become worse than “concentration camps”. He also said that similar policies are in place both inside and outside the prisons, such as starvation and deprivation of basic needs. According to him, this is all an attempt to destroy people’s hopes. The report also mentions the targeting of lawyers, doctors, journalists and human rights activists. Albanese said that when torture is systemwide and has institutional support, it becomes state policy, not an individual incident. According to Albanese, many countries such as Colombia, South Africa, Spain, Slovenia and Malaysia are trying to stop this situation, but due to influential groups at the global level, action is becoming difficult.
